Here's the basic floor plan that I have in mind:
The biggest change (besides the daunting clean-up) is that the west desk has been pushed into the corner and the shelf put on top of it (Jim's idea). The Reprap gets shifted over and one workstation is set up next to it (iron, solder, vise, etc.). The other desk is set up for hardware fabrication/modifacation on one side (drill press, big vise, hand tools on peg-board on west wall, etc.), and another solder station on the other side, along with power supply and scope.

It seems to me like a pretty attainable goal. Below is a large shopping list of some things that we need, as well as some things that would be real cool to have:
The total cost of everything here (including 2x BNC probes and 2x anti-static wrist straps) comes out to $951.63 + shipping... holy shit!! Assuming that that is well over budget, this list needs some serious filtering. Of course the function generator and logic analyzer are large chunks of that price, as well as the component kits.
